Overview

The HUD-Veterans Diplomacy Supportive Housing (HUD-VASH) program combines Housing Option Voucher (HCV) rental help for homeless Veterans with case management and clinical services provided past the Department of Veterans Affairs (VA).  VA provides these services for participating Veterans at VA medical centers (VAMCs) and community-based outreach clinics.

Every year since 2008, HUD and VA have awarded HUD-VASH vouchers based on geographic need and public housing agency (PHA) administrative performance.  The allocation process for HUD-VASH vouchers is a collaborative arroyo that relies on three sets of data: HUD's betoken-in-time data submitted by Continuums of Intendance (CoCs), VAMC data on the number of contacts with homeless Veterans, and performance data from PHAs and VAMCs.  Subsequently determining which areas of the country take the highest number of homeless Veterans, the VA Central Function identifies VA facilities in the respective communities.  HUD then selects PHAs virtually to the identified VA facilities, taking into consideration the PHAs' administrative operation, and sends the PHAs invitations to apply for the vouchers. There is at least one site in each of the l states, in the District of Columbia, Puerto Rico and Guam.

HUD has awarded funding for approximately ten,000 HUD-VASH vouchers each year in 2008, 2009, 2010, 2012, 2013, and 2014.  In 2011, $l million was appropriated to serve approximately 7,000 voucher families.  In improver, HUD held two competitions, one in 2010 and one in 2014, set up-aside to competitively award a full of over 2200 project-based HUD-VASH vouchers.  Since 2008, a total of 68,020 vouchers take been awarded.

More often than not, the HUD-VASH programme is administered in accordance with regular HCV programme requirements ( 24 CFR Section 982 ). However, the 2008 Consolidated Appropriations Deed (Public Law 110-161) allows HUD to waive or specify culling requirements for any provision of whatever statute or regulation affecting the HCV program in social club to effectively deliver and administer HUD-VASH voucher assistance.  The culling requirements are established in the HUD-VASH Operating Requirements (including the waivers and alternative requirements from HCV programme rules), which were published in the Federal Register on May vi, 2008.  The operating requirements, notices related to HUD-VASH, and other helpful tools and resources are provided in the sections below.
